Quebec Skilled Worker Program

Please advice on the following. I am planning to apply for Quebec's Skilled Worker Program. I don't have any French profociency, however, I make required points; i.e. 50, which is above than the required 49 points.

Am I elegible? Or French proficiency is must for the Quebec's skilled worker program inspite of meeting points requirement?

Are you going to apply Quebec immigration in the regular way (I mean not peq)?

Because I am over-qualification for the required point/
