i wonder if you have any idea whether the 3,500 is based on the CSQ they will most likely give based on initial assessment or it is based on first come first serve.. if first come first serve, does it means once you passed the passing mark points 49 S / 57 M, and you are one of the 3,500 applicants they received, that you have high chances that they will give you the CSQ? if you passed the points what sort of reasons that will make them not give you the CSQ?
i know these questions only the immigrant officer knows the real answer but maybe we will know somehow based on the past applicants.. if someone here is working in an agency maybe they can help..

It is first come first serve, they receive the file, check quickly if you meet the submission requirement ths means: have the payment, all the forms signed and dated and the support documents (they dont check in detail yet, that is part of second phase) and voila you are part of the 3500 quota.

Timeframe for receipt of your application
If your application meets all of the submission requirements, a letter confirming that your file has been opened and your fees cashed will be sent to you within a maximum of 30 days following the official date of receipt of your application for a selection certificate by the Ministère. If this is not the case, your entire application will be sent back to you, by regular mail, to the address you provided on the application form. PART OF THE 3500 CAPS
Processing time of your application in three steps
After selecting the country or territory where you legally reside, you will see a table indicating the timeframe, in number of months, for each of the steps involved in the Ministère’s processing of your application:
Verification of documents submitted: The Ministère verifies that your file is complete, that is, if you have submitted all of the necessary documents in the required format, according to Documents to submit in support of the Application for a Certificat de sélection du Québec – Skilled Workers (regular program) (Dynamic PDF, 682 Kb) and the List of authorities recognized for certifying documents. If your file is complete, a preliminary review (step 2) will be conducted without any further notice. If your file is incomplete, your application will be rejected and you will be informed.
Preliminary review: The Ministère conducts a preliminary review of your application based on current selection criteria and informs you of the results and any additional steps that may be necessary.
Selection review: The Ministère completes the evaluation process started in step 2 and renders a decision based on current selection criteria. This review may require an interview with an official from the Ministère. If this is the case, you will receive a notice of appointment from the Ministère.
