Quebec skilled worker new rules

Can anyone tell whether new rules of quebec applies to applicants who submitted their applications before 31st July 2013?

no. applicant who submitted their application before 31 july.will be treated according to old rules.I also submitted my application on 28 July.

Hi, I submitted in July 16,2013 and unfortunatelly according to an announcement by the Immigration of Quebec if your file is not yet opened and have not received a Quebec AOR (Acknowledgment receipt) it will be treated under the new rules.

This is saddening for others since their French Scores will not garner the same points anymore. It will lower their points.

The immgiration lawyers have tricked many nurses like me to submit before August 1, and as you can see Quebec has made nursing their top priority area of training among other courses. It's good that new rules will be applied to me because the new rules favor nurses.
