As per experience of some people on the forum, they are saying yes it's transfered to visa office

I got a separate letter from my VISA office. On my ecas there are 4 lines

1. when cic receive my application
2. when they issued my AOR
3. When my visa office received application
4. When they have started my processing

For my File on ECAS, It shows two lines only

1. when cic receive my application
2. when they issued my AOR

1. When it was recieved.
2.AOR
3 we started processing application on March 13, 2017

It appears that inland applicants do not get second AOR for file transfer from Sydney to Ottawa.

am an out land applicant and my ecas has 3 lines as well
when they received my application
when the sent AOR
when the started processing my application ( which is 29 days from when they receive my application and one day after AOR)

not all visa offices notify applicant directly of file transfer. you will just notice it in your ecas and your cic account that they have started processing your file. Looking at other time lines i notice that the visa office usually notifies of file transfer when the time difference betweeen AOR and INPROCESS is usually longer than 2 weeks. Again it depends on the visa office and the timeline. As for me i don;t expect the visa office to notify me of receipt. I got my AOR on wednessday and on thursday i get notification in my cic account that my file is in process and ecas updates. Note that you are only able to access ecas when your file is at the visa office . Its the visa office that updates ecas and cic account and not the CIO . Thats why your AOR comes directly to the email you provided on your application and not through your cic account.
