Didn't see the news. Any link you can share as I know 11th May protests by collectif had one of this demand. Only thing I know is that this was a demand presented to Quebec immigration minister.

In all probability it would be conditional - applicable to Quebec with some sort of code to differentiate it. IRCC is yet to formally announce. May take more than a month or so, I assume.

Usually, this is just for people who are inland with a valid work permit. It works like an extension of the current one.
