in my humble opinion, yes you can, and it will be considered as a complete application! (they considered the PCC is valid for one year until they ask for a new fresh one)

a small reminder about the GuideQ7000, and the document checklist from the IRCC since they mentioned clearly that "if you do not have the PCC ready now, you still can send the application, however you should start preparing to obtain them now"

I have already completed 100% on the progress bar and have surpassed the 22 month mark. No medical request yet.
Received pre arrival letter in march 2020
Nothing after that.

My PR package is ready and yet to submitted/post to IRCC, I just got India PCC which I applied while I was in Canada 15 days ago.
I don't see any problem to send the PR application. They don't request it to be from one week, they only require to be valid at the moment that you submit the application.

Hi guys, my friend sent web form to ircc and the ircc said ( we pleased to inform you that your background ckeck in process)any one knows what does it mean and how long this process takes? Applicant in 2018
 
As I am a new PR applicant (July 2020), I would like to ask when in this process they would ask us to give biometrics? Is this chane going to affect me?
