Is it possible that after I land in Quebec, and present my papers for the permanent residency card, to :
1- move directly and reside in Ottawa and request that the pr card to be delivered to an address in Ottawa
2- request to have my pr card delivered to an address in Quebec and after its receipt to move to Ottawa and reside their

Did anyone see any article about these cases on cic or other?

second choice is good..

You are selected by Quebec Provence ..that's why do justice in your PR application .. other side you can move any where in Canada.
it's going to affect your file later on in citizenship.. that just i think......

It totally varies case to case.

Some people gets it Prior to the medical Exam, whereas some gets it along with the Medical Request.

You can't predict the processing time of the application, as for me I have received the request of RPRF along with my medical request and paid my RPRF Fee in January 2017 but still waiting for the DM.

so there is nothing to be predicted, just have patience and wait.

Long back someone I know did something like this where they got portion of the fees paid. You can call CIC to confirm the current process to be sure of the application withdrawal process.
