Please your help, i am an outland, Lebanon, my visa office is Paris, AOR 27.Feb.2017, yesterday i received a message to pay my RPRF and provide one additional document.
However, On GC Key the third row, review of medical results was (you do not need a medical exam, we will send you a message when needed), now i rechecked it by accident it changed into(we are reviewing the results of your medical exam) and they did not even send me a request so that i do my medical exams. What do u think I should do? Should i do a medical exam?

It means that you would receive medical request in few hours or days ( you are in medical step that's it )

QSW should not take more than 13 months.

I think delays should be brought into highlight of concerned authorities , if EE is reason for delay in federal process of Quebec applicants then we have reason to believe this will get delayed more ...as points are plummeting like anything in EE and draws are becoming bigger and bigger .
if other federal immigration programs can move quickly we should know what is reason for delay for Quebec applicants ..

To be honest if by October - November haven't heard anything I will just withdraw and go through express entry, I believe with 470 + crs should not be a problem right now.

Application filed in SEP 19th 2016 and received AOR in january 2017 , landing fee paid on february, but I haven't received MR yet, nearly 9 months now, is it normal ,my visa office is New Delhi

MP's should be good starting point i think ,since this delay looks to be specific for federal folks of QSWP.. to bring socio-economic impacts of delays...

Yeah you should easily get ITA , but do you think that will compensate for quantum of time ,efforts and money you spent so far ... moreover this is like catch-22 situation for us ,since most of us are in advance stage of federal ... and not sure of implications of starting fresh application through other federal program ..

Probably we can think about contacting your local MP at Papineau (http://www.liberal.ca/ridings/papineau/) if still no news after this week or next since it is unfair for us if the delay is due to Express Entry???

what does it mean, will it be a beginnig of a good news?

I actually do live in Papineau... I will draft a letter tonight. I am basically at 9 months, but since there is no sign that this is moving along, better start acting as soon as possible. I will post my letter once I send it.

Same thing happened to me about ~4 weeks back... But since then again its gone silent.. Hope for the best and keep faith...

Any change in status is a sign that at least your file is moving....off late if you notice conversations on other forums status transition are not sequential .. no give an example mine is showing "We are processing your background check. We will send you a message if we need more information.", when i received medicals... but looking at your time as you are approaching towards 13 months deadline .. it looks to be good sign .. hopefully you will hear DM/PPR soon...
