I am from Hong Kong, but I applied for the PR through QSW programme from within Canada (I live in Montreal now).... my VO is Sydney, NS. My file has never been sent to visa office in HK.

I wonder if you mean PCC from HK (in case you have stayed in HK for more than 6 months after the age of 18). Then you can only apply for it after you get a letter from CIC. But I believe it's not what you meant...
I think background check normally takes time, regardless which VO it is --- it's complex process. I have been waiting for some news after I completed medical and submitted the HK PPC and paid RPRF in July. It's been almost half a year. I think part of the reason why it is taking that long is bcoz of the background check.

and based on my experience with the Consulate-General of Canada in HK back when I first applied for the study permit, I think they are pretty efficient.

Edit: but 17months sound a bit unusually long, have you tried to contact the CIC to ask about the application?
if you know any one living in Canada, you can ask authorize them to help you get the GCMS notes which will give you some idea about where you application stands (i heard that it will show some cycles of process with dates and some remarks by officers who have looked into your file). I just applied for mine this week -- it will take about 4 weeks to get them, and can only be requested from within canada...

For which stage you have applied for csq or for federal ?

You sent your application to Sydney, NS... right? If the answer is yes then you got your AOR email from Centralized-intake-office (CIO), which is Sydney. If you got you RPRF payment request, then check the source email address, that should be CPC-Ottawa, which is Case Processing Center Ottawa. At this time or maybe even before a file get transferred to CPC-Ottawa. From RPRF to til end, all the email will be from CPC. That's how I calculated. I guess, I am not wrong.. ;)

I don't advice you to hide anything. you said it, they will know it one way or the other.
be clear with the CIC, it is a "Fragile" project .

i have paid my RPRF today i paid through online and sent via case specific form

i have a question how do i get to know that my fees has been successfully paid or no does CIC gives any confirmation mail?? anybody who has passed this phase please help me

I paid RPRF with my application fee :(
 

Please tell me , when i want to update the CIC , do i have to mention the seperation or partner common law aswell,
Note: i am in process of partner visa where i am living now so i am just waiting for the immigration decision however it is in US not canada

Please help , i am so confused

Yes. You need to get new CSQ for new born and send updated application forms to CIC.
