Hello all,

I am new to the forum from Caracas, Venezuela. I applied for the Canadian Permanent Residence under the QSW streamline and happily submitted the applicattion for the Federal Stage back on November, 2015. Just to share my timeline a bit , here it is below:

Québec Stage

I would appreciate if you could please advise on the following issue. I believe it is a simple one, but still important.

I submitted my Federal Application including the Police Certificate from Venezuela, my residence and citizenship country. Since I lived in the United States a couple of years I had to include the Police Certificate issued by the FBI, but I could not include it since it took an exaggerated lapse of time (minimum 3 months). However, I managed to include a Police Certificate from the state where I lived, but still could not include the one from the FBI, which is in process now. Based on the information you have shared, clearly I will obtain the Police Certificate before the AOR from my Visa Office (Sidney, NS). My question is:

- Should I send the Police Certificate immediately when I obtain it? (Even before obtaining AOR)?
- Should I send it after obtaining the AOR and having an E CAS?
- Should I do NOTHING and wait for the immigration officer who will handle my case to request the Police Certificate?

I received AOR last week.
when i suppose to change the address in CIC and how?
if i change the address, my visa office is going to change, eventually my processing time is going to affect?

please reply for the above issues asap.

When you get your AOR, you will see this sentence : Please do not forward additional documents unless requested.

"Please do not forward additional documents unless requested" - it is requested in the instructions of the federal application package. If he has lived there for a couple of years, it is evident that he has to submit an FBI clearance. It is not the end of the world if you do not send it with your initial application immediately but you should certainly send it as soon as you get it. They will request it anyways. Send it right away and it will save you time.

I did not say that it is not required but sending it Before AOR ( file number ) ???? high probability that will be lost , Yes send it if you want!!!

I don't agree with you Marlee!! if not sent with your initial application BEST PRACTICE is to send it when requested and follow the sequence of the process as per CIC agent.

I agree concerning the AOR, Luc. But since the FBI clearance usually takes at least 3 months to arrive, I assume that he should have his AOR by then. Send it as soon as you have your file number. If they have your clearance at hand while working on your file they will be able to complete it faster. Otherwise the processing will be paused, your file is being put aside, they have to send you the request, you have to send the FBI clearance to the VO and then at some point they will dig out your file from the pile and continue the processing. It is up to you. I, for example, did my meds even BEFORE submitting my federal application. It didn't get lost. As soon as my eCas was activated it already said "Medical results have been received", even though I was not in the system at the point where they received my medical results.

Marlee, sending medical upfront is a different story, it was with your initial application. But sending a document without AOR that's risky due to tractability issue / linking it to her/his application without a file number. The person mentioned that she / he will get the FBI clearance before having the AOR , and i advise him / her not to send it without referring to his file no. (after AOR) in case she / he can't wait for CIC request ,, at least it is guarantee that it will be added to her/his file..

As I already stated above:

1. I submitted my medicals prior to having a file number. I sent my federal application to Sydney one month after I did my medicals. Nothing got lost.
2. He will most probably have his file number by the time his FBI clearance arrives.

Either way he will be fine. I can only refer to my personal experience. No one is obliged to take anyone's advice here. Of course you are free to wait for the VO to request every single missing document if this is what you are most comfortable with. It is up to you.

I've just received an email from CIC Singapore requiring me send them additional information to prove that I intend to reside in Quebec.
It is so strange because I had CSQ already, thus I don't need to prove that why I choose Quebec, intend to live there. It is definitely the work of Quebec Immigration Officer!
This is my timelines:

CSQ application: May 2011
CSQ received : April 2015
Federal app: July 2015
AOR Federal: August 2015
And today I received this email from them.

I am very nervous for this email! Any experts know, please share your experiences! I am very appreciate.

This is an email which they sent to me.

ADDITIONAL INFORMATION REQUIRED
Evidence that you intend to reside in the province of Quebec and therefore meet the requirement
of section 86(2)(a) of the Immigration and Refugee Protection Act. This could include, but is not
limited to, an explanation of why you chose to apply to settle in Quebec, a listing of family and
friends in Quebec, language test results, etc.

If you are unable to comply with one or more of our requests, please provide a detailed
explanation. All documents that are not in either English or French must be accompanied by a
certified translation. It is your responsibility to notify this office of any change in your address,
contact numbers, marital status, family configuration, or employment or educational status. We
will advise you of any other requirements, but we are NOT able to respond to requests for
information on the routine progress of your application.
You must comply with the above requirements within thirty days (30) from the date of this letter.
Failure to comply with these instructions may result in the refusal of your application.

Yes, it means that your file will be processed faster, than others. If your AOT gives you 16 points (I am not sure about 12 points) according to the table of AOT, that means you can get CSQ faster. TEF might also help and they will not ask you to come for the interview with an immigration officer.

I dont understand why you have chosen to go with the point system. If you have a diploma from Quebec and french, you can apply under PEQ which is alot faster than the regular point system ?
I am also holding a doploma thats got 16 points, but because I also have french, I dont even need to worry about french.

It's really strange... it's totally illogical question ?

It is something very strange - I have never heard about someone who received such letter. Well, I think the immigration officer has some suspicions about your intentions to move from Quebec to some other province (as many unfortunately do, moving to Toronto, etc and just using the immigration to Quebec as the easiest gateway). If they send you such letter - it means they have some serious grounds for doing it and you should not treat this issue in an unserious manner.
You need to write as quickly as possible the motivation letter why you would like to live in Quebec, and not some other part of Canada. Did you pass French exam? If yes - attach the certificate. Do you have some friends there? Write everything in French and try to make as less mistakes, as possible. Have you started Françisation en ligne? (Free of charge courses of French from Quebec government). If yes - attach the copies of your hometasks, maybe references from your tutor and marks. There is also another course - SIEL - if you started it too, notify them about it. Did you register at Placement en ligne? If no - do so.

Its taking 3-4 months to get AOR and medical request. What is your current country of residence ?
