It's been a little more than 13 months for me and I haven't received a MR. Spoke to my lawyers and they emailed the Kingston Visa Office about it. The following day the Trinidad and Tobago Office emailed them back saying that my file was in queue. I checked the CIC website and Kingston oversees applications from the Bahamas.
I remember there being a situation with someone in this forum that had to have their file transferred to the proper office a little while back. Should I push for the transfer of my application or leave it as it is?

My opinion is, looking at the table, that 20,580 QSW were admitted by the end of September. Do not look at the Econimic total-row, but the worker program Skilled worker -row (109). Also, the 28000-31000 target includes business, which is about 3000-4000, and it has exceeded target this year already (4155 by the end of Sep). In this webpage http://www.cic.gc.ca/english/resources/publications/dp/2017-2018/07.asp#toc1-1-3 each program is divided into their own target numbers and the QSW without any others is 24,400-27,200.Finally IRCC updated the data, it seems that 25 000 QSW application have been approved this year. So 4000 CoPR will be proceeded till the end of this year!!! Hope we will hear some good news this week also...

By french you mean applied through PEQ?Things seem to be moving:
Guy who had his DM two days ago (17oct app) had his ready for visa today.
Another one (14oct app) ....ready for visa today.
And a third (20oct app) ...ready for visa today.
Another 17oct app ....dm 20nov ...ready for visa today.
All of these are french and inland ( i suppose)
