I personally know of a guy who got his CSQ and tried to extend his stay with an open work permit, and it did not work. He had to stay as a visitor, precisely. Then somebody told him that he was in fact, eligible for an open work permit, but it was all so confusing and mixed information. In the end, he dropped everything and went back to France. He could not stay here without work, and nobody wanted to sponsor his closed permit...
I am sorry people are going through similar situations with these constraints...
I lived the same situation last year around this time. I ended up going back home for 4 months. It was extremelly stressful, I called CIC several times about it and got different answers everytime "Yes you are eligible", "No you're not", most of the time they were not sure about it. I even went to the airport and talked to an immigration officer. He said "in my opinion you are not eligible, but since you have a CSQ, the immigration officer that processes the request may grant you the WP, but I can't tell you for sure". And because I had a PR process going on, and also because I was already very very stressed, I decided to go home. I then requested another WP (different job offer), waited for it to be processed and came back.
It don't even want to remember my life last year during this time. It was very stressful, calling CIC several times a day, getting different answers from laywers, from CIC agents.. Sigh. I'm glad it is in the past. But it makes me feel awful to know that other people go through the same stressful situation.
I'm praying to get my PR soon (Paris - 10 months now) and to never again experience this.
