By the way, as an inland applicant I was wondering, does anyone knows another way to get PR without going to the US border. I heard that we can call an office in Montreal for an PR appointment. Am I right?
Any ideas?

Yes, You can call directly. but generally you need to wait 2 -4 weeks.

You're right, and I heard that too. But not sure what exact steps and procedures to take for the process...
 
Sometime back I read that eCAS updates are stopped for people who have their myCIC enabled. Is this still the case or for some people they are still getting updates in eCAS. I am asking as I saw at least 2 people mention they got their DM status update only in eCAS. For me, CIC linking is done by my lawyers and I can only eCAS but I was thinking eCAS is disabled completely.. so I just have to wait for updates from lawyer's office now

my eCas changed as "Decision Made"
However nothing changed in MyCic.

So hopefully the next step will be COPR and PPR... but if so when?
does anyone knows?

From what I know ecas is still active even after you link your application to myCIC. In addition, from what I have read so far ecas get updated most of the time before you get an info in myCIC, at least regarding DM, PPR & COPR.

Police certificate + Annexe A (resubmission) received: April 13th 2017
I want to know you send them to Ottawa or Sydne? by the post office?
I also received an email to ask the Police certificate. I found that it could be uploaded from MY CIC. Now I only do it online, and don't know if the paper one needs to be mailed to them.
