It will not be a problem if you land after the 15th. Focus now is on the 24th which is the date by when or before you should complete your landing.

Yes. So you better land before April 14,2017 to avoid one year rule of medical test. You are allowed to land on or before Apr 24, 2017, but rule clearly states that you need to have a new medical test documents after a year. So stick with the rule because it is written evidence.

The paper application does include the city where you plan to stay. I am assuming that you don't have a copy of it. It is required based on these instructions: http://www.canadavisa.com/canada-immigration-discussion-board/-t455832.0.html The city is not required.

Yes I believe that it will be a problem assuming you have signed a letter that you will reside in Quebec. If you are planning to move, you should only do that after you got your PR.

I am not sure about the informing part after you move. I don't think there is such a thing. Now for the card, I believe it takes 3 to 6 weeks and the insurance will kick in three months from your landing date.

You need to bear in mind that the insurance is not on a federal level but provincial. Which means, if you want to move to Toronto / Ontario you need to spend a period of time there (probably three months) to become a resident of that province and thus eligible for its insurance.

I did read somewhere about cross provinces insurances but i need to look it up and refresh my memory.

If you are aiming for citizenship, you might be asked why you applied for Quebec and then moved to Ontario. You should have a valid reason.

As I have heard in most of the cases people usally moves somewhere else once they get their PR Cards & SINs etc.

But I think that at the time of citizenship application it may cause problems because we as an applicant has signed to indent to reside in the province of quebec.

That's what i personally think.
