Hi all,
My application was received Jun 20, 2016. Until I did not get AOR but was able to link with CIC account and I got my file number stating with XEP....
But today I received a update email from CIC then checked my CIC account, it shows my application status "Canceled as incomplete".
It is really frustrating to hear this kind of bad news after 106 days waiting.

I am suspecting I forgot to sign one of the document.

They have also changed the file number (just changed EP instead of XEP).
I am wondering, next time they may consider new application and give me a completely new file no.

It looks like it is normal these days. I'm close to 13 months.

I think you shouldn't be worried, It's not like everyone can link the application. I haven't been able to do it, although my file arrived around one month after yours...
I think the fact that you can't link it doesn't mean thet it will be retourned, unfortunately for someone who commented earlier, he had it linked and today he saw it is going to be retourned.

and did they cancel your PR request once for all or just your CIC account

Times are really slow for AOR right now, around 130 days.
And this stuff about linking the application, I wouldn't know how many people have tried and the success/fail rate against the AOR/returned rate, so.. I guess we have to be patient despite we have the "right" to be worried...

There is no connection of getting file returned with linking application. A file gets returned only when there is any incompleteness on the application package.

I have not received any email, it just my CIC account.
It is showing "Cancelled as incomplete". I found what does "incomplete" means in CIC website:

Your application package is complete when you have:

1. answered all of the questions on the application form, and
2. submitted all the necessary documents along with your application.

If you forget to send a document, your application may be returned to you, the processing of your application may be delayed, or your application may be refused.

They haven't charged my Credit Card, I think they will return my application with explanation.
