Its 7 month and they haven’t got AOR ?
What if the CSQ expires without AOR?
Im worried that if we waited for my kids CSQ my own CSQ will expire ... can i file federal and file my kids Csq once available? Will it cause us more delay?

Relevant part:
To benefit from this waiver, your application for a work permit must be accompanied by a copy of your CSQ, your valid offer of employment and proof of payment of the application fees for permanent residence or acknowledgment of receipt.
So it means AOR is not necessary, only proof of payment for Federal PR application is necessary. But you have to lodge Federal PR before your CSQ expires like your agent said. CSQ can expire while Federal app is in progress, which is not a problem.

With the way things are going in Quebec immigration dept, I suggest you do not wait for your kid's CSQ because MIDI is delaying spousal sponsorship CSQs nowadays.
The current wait times for Federal PR is 22 months. So its better to be in the queue right now than waiting for your kid's CSQ to file for Federal. When the time comes, federal will ask for your kid's CSQ and you can provide it that time.
