Quebec skilled worker: does "software programmer" belong to governed profession?

I have a question for Quebec skilled worker:

Quebec has a list of professions "governed by a professional order". Does software programmer or software engineer belong to such professions? I know little about French so it is hard for me to figure it out from the Quebec official website.

Can anybody help?

Another question: Does Quebec also use the federal "National Occupational Classification" (NOC) for job classification?

No, programmer is not, engineer is, but there is no such animal in Canada

Legally the only person who can call them selves an engineer in Canada is a person who has a degree in engineering.

I have started the paper works for immigration to Quebec. I worried about the scope for Software engineers in Quebec.

I would like to know about the job opportunities in Quebec for IT professionals. I mean is it good place for IT professionals.

Best PGD program in software field (Developer)

I have done BS in Computer Engineering, and have 3 years of work experience as a software Engineer. My uncle lives in Milton Toronto, so I will be staying there. I want to do a 2 year Post graduate Diploma program so please suggest which college program is best for me,keeping in mind all factors (i.e. distance from residential place, college reputation in my field which helps to get job easily):

1. Scheridan College - Computer Programmer
2. Humber College - Computer Programmer
3. Seneca College - Computer Programmer
4. centennial college - Software Engineering Technology (Program code: 3439)

I am thinking to apply in 2 or 3 colleges, so if possible please tell the preference order.
