Do we have any news / figures of Singapore Visa Office for Year 2016 2015 PPR's and Medicals ????

I had received MR on 15th March 2016; did 18th March, 2016; updated in my file on 22nd March, 2016. After that no news till today. My Federal File was submitted on 2nd November, 2015.

Is that normal for Singapore VO to be that delayed to issue Medical Request? Does anyone know what is the average waiting months for receiving it after AOR?

My timeline is:
CSQ 05/2016
Federal application reached CIC on 11/23/2016
AOR 2/22/2017
Waiting for Medical Request.
