I sent my CSQ application by regular mail within Montreal on July 13th 2015, my credit card was charged on July 22nd 2015 and I received the CSQ letter by regular mail last week on August 21st 2015. The CSQ itself was dated August 18th 2015. Mine took about 5 weeks.

Mine was sent in may and took 5 weeks as well.
Csq is just a formality to delay our process, don't worry.
 
If they are issuing it so fast, there is no reason to blame the delay on it. In some ways, Quebec is like Texas. I have a growing suspicion that they want to secede from the union haha.

In any case, the real delay is during the 'sponsored person evaluation' stage, whether outland or inland. The processing times at various embassies around the world are all over the place.
