Quebec resident or not?

Hello,
I came to Canada as a Permanent Resident and I lived in Ontario for 2 years and filed for taxes only there. I moved to Gatineau (Quebec) at the beginning of the year to go to school in Ottawa (both cities are close).
I still use my health card of Ontario in Ottawa when I need it. I don't have a CSQ nor the health insurance of Quebec.
I need to sponsor my husband. Should I consider myself a Quebec resident for the sponsoring process? I'm confused, thanks for your help.

Yes, you're a Quebec resident. You should also now be doing all the formalities of being a resident of Quebec - health care, etc. The school you're at has no bearing.

(Some students WHO LIVE WITH THEIR PARENTS or are fully their dependents might still keep their residence in another province, or those who are only going to a school for a specific and limited period of time for eg professional training or a short time limited course.)

As already indicated you aren’t entitled to OHIP and can asked to repay any healthcare you use using your OHIP card since living in Quebec. You must apply for RAMQ asap. Healthcare is provincial and is based on meeting a residency requirement in the province you are living in. You will have to sponsor your spouse through Quebec and they will need to apply for CSQ as well.

This point really has to be emphasized: I believe the rule for all of the provinces is new residents have basically no more than three months to get their health insurance sorted ... and this is mirrored on the province from which you left, you can be responsible for health care fees after that.

Or put a different way: you moved, did you update your address with OHIP? With the address at which you are residing?

If not, you've clearly contravened the OHIP requirements. (Which, again, is the case for all the provinces).

Enforcement is not always the strictest ... and not the fastest ... but there's also no time limit to speak of for them to go after funds if/when they do catch it. It would be foolish to not deal with this ASAP.
