Quebec residency requirements / private student loan

Hi,
I am a permanent resident of Ontario. I did a temporary landing (2 months) to get done with PR formalities in Jan 13.
I have secured a phd position in Uni of Montreal and I am moving to Montreal permanently in Sep 2013. I have the following questions, it would be great to have suggestions and feedback

1) Currently I am eligible for the non Quebec resident fee at Uni of Montreal which is twice as compared to Quebec residents (10,000 vs 5000/year). To come on the Quebec resident fee status I have to fulfill the govt requirements before I enroll in full time studies. I came across different scenarios which can help u apply for resident status .. the website is of concordia university. I need to know if these requirements are of the govt or of Concordia University.

This is whats given on the above mentioned link (for details visit the URL ) Situation 8 - Since Immigrating to Canada, the student has resided more than 3 months in Quebec and less than 3 months in another Province or Territory. (This situation is not for students born in Canada)

If these are the govt requirements I should start living in Quebec atleast 3 months before I apply for Quebec fee status and enroll in full time studies.

2) Irrespective of the fact that I am eligible for Quebec or non Quebec resident fee status, I know I am not eligible for state student loans and scholarships since I read that you have to live there for a year to be eligible. Therefore, I need to know if there are legit possibilities to get student loans from private banks ..and heres the catch “with a US cosigner” or "without a cosigner"..I do not have any co signer in Canada and cant find people to lend the favor..

It would be great to have some feedback about this extensive query.

These are Quebec Govt requirements which it seems you will not meet( as you have lived more than 3 months in Ontario).

You should contact a bank for student loan requirements. You can do this where you live now. It might be easiest in person.
