My daughter was born in Ottawa, Canada but we moved to the United States when she was 2.5 year old. Now she is back in Montreal, studying in McGill. She has been paying out-of-province tuition fees, but I am wondering if she can be considered as a Quebec resident since she has lived there alone for more than a year.

Does anyone have suggestions on this? Thank you for the help.
 
No chance.

The only way to get around this if she lived in Quebec for at least 18 months (I think) without being a student.
