As a PR holder one has the right to move anywhere in Canada. That is the law. If one does not stay in Quebec it will be considered as misrepresentation at the time of filing your PR application (that your intention was not to settle in Quebec). This will be considered as a big offence. Quebec government has the right to inform and request CIC to cancel the issued PR. I am not saying that I have come across this situation. But, it might happen. Better to be careful. Every country has the right to cancel retroactively based on new data available.
