Quebec PR holder applying for Onatario Drivers License

Can a Quebec PR holder/resident apply for an Ontario drivers license ?

Yes, most provinces require that you live in the province to get their drivers license but as far as I know, Ontario does not ask for any proof that you live in the province.

Will they be an issue(even though being a resident of Quebec) when converting the Ontario license to Quebec license.

All provinces in Canada respect each others licenses and will swap an Ontario licence for a same class license of their own.
