Just thought it would be helpful to a small number of applicants.

If you are:
-applying to PEQ as a "future graduate" but thinking you will be late to finish your program of study and have to renew your CAQ
-applying as a "future graduate" but unable to submit your graduation documents before the 6 months deadline indicated in your preliminary assessment letter.

Then my story would relieve you quite a bit.

I was very worried when I faced these issues.
The point being made: the Immigration Quebec (at least PEQ) people are nice and they want to help qualifying applicants as much as they can.

So story begins.

you know as a "future graduate" you can submit your PEQ application 6 months before you can get all documents to prove you've graduated.

I did so, in order to prevent any unpredictable policy changes (which never happened), thinking I'll definitely make it. But it turned out later I was unable to complete my study program on time, and I even had to renew my study permit.

So there came the problem: in Quebec you need a CAQ for studies first, then study permit at CIC, right? After I applied to renew my CAQ, Immigration Quebec mailed me and asked me to choose give up my PEQ application in order to proceed with my CAQ renewal. I wrote to explain and promise I will complete my study on time before my PEQ waiting period (6 months) runs out. Then the CAQ officer called, telling me I can't keep both applications alive. Then I chose to "kill" my PEQ and wrote to PEQ to tell them to close my file, planning to apply again as soon as my study permit have been renewed (& paying an extra $7xx fee).

But then "miracle" came, I got my CAQ renewed successfully, and also a letter from PEQ called the "final reminder" which tells me to submit my final proofs of graduation at a latter date, yes they actually extended the deadline for me to submit my completion documents!

Then a while later, I completed my program, only to realize that my institution would write me a "completion letter", but wouldn't give me my final transcript (necessary for PEQ) until a much later date, which would have passed the NEW DEADLINE for my PEQ!!! I was like WT*. Then I wrote to PEQ again... and they sent me a similar "final reminder" and extended another month for me...!!!!

But the extra month was still not enough......unfortunately, I was so disappointed by my institution, visited the transcript office with anger a few times but no good.

I can already recite the Immigration Quebec website's sentence, if you are not able to submit these items by the deadline, "your file will be closed without further notice"... It's written clearly there, so I GAVE UP and decided to let that application go closed, planning again to apply when I have everything at hand.

You know what, they kept my file....-____-!

That day finally came, and I redid all the forms and documents, and enclosed a brand new fee, this time including my spouse, so it was $9xx.

A few days later, I got a call from the PEQ officer, who told me I paid the wrong amount of application fees, so have to mail them the payment form again.
I was like WHAT? He told me I just needed to add my spouse's fee. It was not considered a brand new application..

So to summarize, I was late twice in my PEQ application process, but the PEQ people are so nice that they gave me extensions and did not asked for new fees...

I'm not saying they'll do it again to someone else, but if you are in this situation like I was, you should relax and tell yourself that Quebec welcomes immigrants, at least at the administrative level they seem to really try to help us.
Plus for those who plan to finish studying in the coming year, the policy will remain the same before end of March 2016, so there's no need to hurry and tell them you're a "future graduate" like I did.

I need more clarification about PEQ, I have applied one time but I got a refusal as I did not change my CAQ from PhD to master, and I corrected it and got CAQ for master but for correction situation I mean after my graduation then I have sent my previous PEQ application( copy and copies of all documents required) and letter for explanation and also CAQ, I did get response yet but I found that they withdraw another $765, is that normal as they mention when I got refusal that if I will apply as regular skill worker will not take another fees
Please advice
