MIFI and IRCC work together to ensure that your file is processed and visas are issued in a timely manner. Arrangements have also been made so that you do not have to worry about the date of issuance of the Québec Selection Certificate. The MIFI is in charge of making the link with the IRCC."

But how is it possible that it would not affect timelines?

Can IRCC issue PPR without CSQ, else what they say is impossible.

Well it is not impossible. I received my passport request while my csq was still in process. And that they send the CSQ directly to the embassy is FALSE. It is safer to send a copy on your own.
I sent my CSQ two weeks ago and now I'm waiting for final decision and my passport back.

Oh! but IRCC still cannot return your passport (stamped), unless CSQ is confirmed by MIFI right?

I think it depends on the visa office I had a friend who did not have to do anything to send csq . MIFI sends it to visa office. Each application is different.

T4 and T5 will be issued in February for 2019, so can't file tax return until then.

You need to show the income from last year.
