Hi all,

My passport was recently requested for issuance and I am planning to land back in Canada in the next month or so!
I will be settling at partners house in Ontario, but my port of entry will be nearby Montreal. I understand I may need a Quebec Certificate of Selection, even to pass through Quebec. Is this correct? If so, where can I obtain one and how long would it take?

I really haven't ever seen this type of situation come up before so I can't verify whether you actually need a CSQ just to be able to land at a Quebec P.O.E. or not. But I don't think getting a CSQ is a simple matter. The CSQ is issued after a Quebec sponsor submits an additional application and fee, paperwork that's sent to them by CPC-Mississauga after they're approved to sponsor but before the application goes overseas for the applicant's assessment. The reason for it is that Quebec sponsors need to meet additional requirements when sponsoring a family member.

Where are you coming from that your port of entry will be near to Montreal???

You don't need a CSQ, just proof that you have onward transportation to a destination outside Quebec.

I'll be arriving from London, UK ... my partner lives in Ontario, about an hour from Montreal ... therefore Montreal will be my likely POE!
 
Shouldn't be a problem, just take with you some documents identifying your partner as your sponsor and showing his/her address in Ontario :)
 
u need CSQ only if u plan to reside in Quebec; but that u obtain throughout the application process and u clearly state it when u file ur application since many rules and forms apply only to Canada and others apply to Quebec; that's not ur case but it's good u r aware abt it; in case they will ask u, u won't b taken by surprise ;) have a safe landing
 
Like missmini said: you already marked on your application if you were planning to reside in Québec province or not after being granted PR. If you said yes, CIC will request you to get a QSC. If not: you can get PR without the QSC, as long as you still will live outside Québec. I don't think the exact port of entry will be an issue in this.

I have the reverse situation. I have sponsored my mom from Quebec in May 2006. I got the CSQ in August 2008 and will expire in Aug 2011. I'm not sure if she will have her PR by then. Most likely not as app is still in SINGAPORE and "in progress".
Now the questions is:

If her POE is Ontario, does she need to show her CSQ at ON airport?

As far as I know, the QCS is only needed for the PR application itself. However, bringing the QCS in the hand luggage can't hurt at all, just to make sure.
