Quebec Outland Applicants 2013 Thread / Timeline

We got our CSQ today. It is exactly 3 weeks since we mailed the application.

I have two questions if anyone has the answers:

The letter says that "Persons who have received their selection certificate can also take French courses ..." but I don't think they will allow the immigrant to enrol in courses with just a CSQ. Maybe the problem is that the Visitor Record says that the visitor cannot enrol in courses during the visit. (He is already here in Canada with me, and has been for over 4 years while we prepared the application and applied.) Is there any chance he can apply for a course with just the CSQ as the letter seems to suggest.

The sponsored person's letter says that "if you already live in Quebec, [you can register with RAMQ] as soon as you have the letter in hand from Citizenship and Immigration Canada confirming that your application for permanent residence is being processed." I realize that there is a three-month waiting period but my partner would like to apply as soon as possible. Is there any way that RAMQ will accept an application at this time? What do they mean by "your application is being processed"? The CPC-Ottawa office has requested the RPRF. I think that is proof that the "application... is being processed." Has anyone here managed to apply with just a CSQ?

No u can not apply just with CSQ. They ask for PR card,or PR document.

I put this as a new topic in a few places on the main board but thought it cldn't hurt to ask here too.

We recently got our CoPR. We are on vacation now so will be landing in Montreal upon our return. We have our CoPR in hand, which lists our CSQ number, but don't have the physical CSQ with us. Does anyone know if this will be an issue/problem?

I am a Quebec applicant and applied to sponsor my husband in January. I am wondering how long it takes to receive the go ahead so as to complete the MICC part of the application and how long it takes for MICC to issue the CSQ.

It takes about 84 days currently for sponsorship approval (SA) and you have to send that letter with your application to MIDI (formerly MICC). Quebec is pretty fast. You should get that back in 2 or 3 weeks.

Thank you. Meaning there is no difference of timeline for the first stage as regards Quebec applicants compared to other provinces. At the end of the day, Quebec applicants will take longer due to the additional processing time for MICC. Well, no choice than to keeping waiting.

That is not necessarily true. In fact, it usually takes some time for your application to get to the top of the pile at the visa office where it is processed after the SA is done. By the time your country's visa office starts to look at your file, you'll likely already have sent them the CSQ.

The process to Quebec is diferent? I mean, do I have to send the "kit A" (http://www.immigration-quebec.gouv.qc.ca/en/forms/search-title/undertaking-application/kit-a.html) attached to my application or I have to wait until Mississauga say something?

Another question: reading the "Sponsor's guide", it shows a table of values at the end of last page.
It means my sponsor must have some income or it's not necessary?

You have to send all the federal application forms to Mississauga. You do not send any Quebec forms to Mississauga. When Mississauga approves the sponsor part of the application (currently about 85 days after they receive it, more or less), they will send you a letter, by email if they have your email information. You have to send a copy of that letter to Quebec with the Quebec forms. You will receive instructions.

Another question: reading the "Sponsor's guide", it shows a table of values at the end of last page.
It means my sponsor must have some income or it's not necessary?

Those values only apply to parents, grandparents, sons, daughters, etc. They do not apply to spouses or de facto spouses. Since you are sponsored by your wife, she is exempt from any kind of income requirements to sponsor you.

Edit: It appears that sponsors of dependent children are also exempt from minimum income requirements.

It is fast for sponsored persons. A few months ago ours took 3 weeks, but I have heard of some getting it in 2 weeks and not many take more than 3.
