Quebec Nomination time for an Indian citizen residing in the US

Hello,
I have been living and working in the US. But I am an Indian citizen. Does the time line vary based upon the country of citizenship or country of residence? Please help me so that I can decide whether to apply for QSW.

Country of residence, usually.

Be aware that the method for applying is about to change, and so processing times are likely to change too (HOPEFULLY for the better!).
