Im sorry but Yves Martineau hasn´t stated such info. He says:
On November 4, 2015, the regular program of Quebec has opened for all, with a quota of 3,500 requests. The deadline for receiving records was announced for November 4 - December 15, 2015, however, the quota has been reached in just 6 days.
Since August 2014, Quebec has received new immigration applications under the regular program for skilled workers in Quebec, except for certain people with jobs, or who are studying or working in the province. Obviously, many people had the request list, which explains the fact reached the quota in less than a week.
All records have been sent on paper to the Montreal office. Candidates who have been within the quota will receive a letter opening soon, others will see its return record.
In 2016 we will have an online system for submitting applications. For the period January 18 - March 31, 2016 there will be a quota of 2,800 requests, which probably will be reached even faster. The requirements under the new program have not been published.
In a press statement, Immigration Minister Kathleen Weil announced the 2016 Immigration Plan, noting that in "2016, Quebec should accommodate between 48,500 et 51,500 immigrants, representing the same volume as in 2015."
