Quebec Masters Program in Computer Science

I have gone through few universities of Quebec. After Getting PR, I want to be admitted in "Machine Learning" under computer science. If I prefer McGill then it will be the best but they expect high GRE score.

Is there any other university in Quebec where English is being used to give lecture in class room and thesis can be written in English.

I want to get the accessment done from Canada for my bachelor degree from Sikkim Manipal university - Distance Learning.
I have seen WES will not consider the same but some other bodies do the same. I want to know and want to know the procedure and the website name.
