ah, interesting. Looks like both the immigrant and Quebec benefit. Since Quebec still has the investor program while the federal one is suspended, I see why there is an interest in Quebec.

Exactly. Quebec (and Ottawa) benefits from the initial investment while the other provinces where these people actually settle pay the cost. It is a loophole that definitely needs to be closed.
