Hello: my brother living in Pakistan wants to apply for provincial immigration – Quebec. Since his NOC is not included in federal skilled program; he wants to apply for immigration through provincial program. He has master's degree in business administration from UK and has no communication skills (verbal / written) in French. He also has no job offer from any organization in Quebec. Can he apply and is there any possibility that he is able to get immigration without having communication skills in French and no job offer.
yes, he can apply under the quebec skilled worker program
without a job offer. ask him to do a preliminary assessment on the BIQ website.

knowledge of french gives you a lot of points. most people people while submitting their application have no french comm skills. they file their papers and enroll in a course. by the time they are called for an interview (abt 12 months) they would have learnt basic french. in the meantime, they appear for DELF A1, A2 exams and update BIQ periodically.
its not stated anywhere that french is mandatory, but it holds a lot of weightage.
6 points (adaptability points) lie with the interviewer and no french will kind of guarantee you 0 in that. if you have 0 adaptability points, then the chances of u settling down in quebec is minimal. so maybe it
could jeopardize the application.
