From.the website it looks like we just need to 57 points and its a first come first serve basis...

As per their website, they might open on Jan 18th Online applications.

The regular QSW program will open for applications (through a new online system which is not yet available) on January 18th 2016. Quota is 2800.

It shows 26 months on their website.. Also after the Quebec do we need to apply through express entry?

No. Once you receive a CSQ, you apply to CIC for PR via
http://www.cic.gc.ca/english/immigrate/quebec/apply-how.asp
