Quebec immigration language proficiency - IELTS

Hello All,

I was calculating the points for Quebec immigration eligibility and I'm standing just above the minimum mark. For English language I had chosen my expertise level as Intermediate and I think it considered 4 marks for that. All my bachelor degree and work experience is in English but do I still need to submit IELTS score to prove the proficiency?
P.S: I'm currently in India and all my education was from India
