Quebec Experience Class - Questions.

Hi all,

I was hoping that some of you might be kind enough to answer some of my questions regarding the Quebec Experience Program. Thank you in advance!

I intend to study at College LaSalle in Montreal next year doing a 3 year Diploma in Business Management or DEC, as I think they're called. It is my understanding that if a student completes their diploma, and intermediate a french exam (e.g TEF) they may be eligible to qualify for the Quebec Experience Program.

I have some questions;
1) My first language is English - I understand that my language is also assessed. So would it be necessary to take the IELTS?

2) I have read that the Quebec Experience Program (PEQ) is not a points based assessment, but after the person receives the CSQ is it then assessed on points at a Federal level?

3) International students are allowed to work for up to 20 hours per week, after 6 months of studying, I believe. Does this affect the application for PEQ in any way?

4) Rents appear to be relatively cheap in Montreal, I have accumulated enough savings to be able to pay for 3 years rent. But how much would you say would be necessary to live well?

5) I would have to study at LaSalle on a student visa, is it possible to get a student visa for the duration of the 3 year program?

Hi Agimat,

I'll try to answer your questions.

1. No. Only french is required for PEQ

2. Once you obtain a CSQ you don't need to be assessed anymore. The federal part is primarily for background and medical checks.

3. No it doesn't.

4. between $500 to $750 per month is good if you're single.

5. Yes, you'll get a 3 year study permit and multiple entry TRV If you require one.

Thank you for your reply, Doda. It's much appreciated. I am currently trying to get all the information that I require confirmed in writing by an immigration specialist based in Quebec, before I make any leap of faith, do you know how it is possible to go about this?

Quebec immigration requirements change very frequently and they may not even be the same in 3 years. So getting it in writing from someone who has nothing to do with Quebec immigration department is useless.

Yeah, I understand what you're saying Suryak86. It was a friend of mine that is an immigration lawyer from BC, that recommended that I do this with a Quebec consultant. He said find out if you'll be eligible for PR, as he is not licensed to practice in Quebec, just the rest of Canada. He said to me to find out everything I could either from government sources or consultants before I go, so that I don't make any mistakes during the process.

Does this mean satisfying the criteria of both Quebec and Canada's PR criteria? Because someone posted here that there is no interview or points based criteria.

I think that this may be the tricky part: "you must submit an application for permanent residence (visa) as a skilled worker selected by Québec to the Centralized Intake Office in Canada, in Sydney, Nova Scotia." particularly the part on having to submit an application as a skilled worker.

You are putting the cart before the horse here. Here are somethings to consider

1) By the time you graduate, there is a very good possibility that Quebec will also join express entry. It just makes sense, because of all the programs now, Quebec is the slowest

2) The statement about satisfying both Quebec and Federal requirements is confusing. You have to satisfy the educational and language requirements of Quebec AND the character requirements of the federal part ( Character being Security , Background and medical)

3) There is lot of information available in this forum and on immigration quebec website to see if Quebec is the right place for you to go study if you want to immigrate to Canada.

That's what I worry about, I really do hope that the Quebec Experience Class remains while I study there, as it seems like the best route available to me. Quebec is my desired province, as I really liked it there, and the way of life. I'm going to read all that I can, but it does seem that I would be able to do this from all that i've read. I just need to keep reading more. The DEC in business management does seem to be an area of study that is in demand with the government as well. I did the CSQ test on the Quebec government website, a hypothetical evaluation. It is a nightmare though trying to get a clear answer, I don't want to jump ship unless I know 100%. but it is what I want most from life to relocate to quebec.

You can always check to see if you can apply for the federal program as well. Yes, it is meant for all other provinces BUT Quebec,BUT again, once you get it, no one is going to stop you from living and working in Quebec and making the province home.

And Canada being the immigrant nation it is, will always have a program that will let skilled professionals in. So take a leap of faith and go for the program if it will help you in your career.

Also, if you have a job offer in Quebec, you are exempt from the skill requirements needed to qualify with out the job offer. So finish your course, get a job, then get a CSQ through PEQ and it should be smooth sailing from there on.
