**Quebec - certificat de selection = can work in Canada / Quebec?**

Hey all

My boyfriend just recently got his certificat de selection. He is American and is trying to immigrate to Quebec to live with me.

Seeing as he got his certificat de selection, does this mean he can work in Quebec now?, or must he go through the Canadian government and do a full application for a work visa regardless?. The info on this is very little on this subject. I would have thought seeing as Quebec approved his selection in Quebec he could start to work and live in Quebec immediately?.

His permanent residency is still pending approval.

Any info would be very useful, I'm abit lost on what our next step should be. I would like him to be able to move home sooner and find work.

The Certificat de Selection du Quebec just shows that you have been nominated (selected if you wish) by the Province. That's all. It is not a visa. In NO WAY does it give the right to work or live in Canada. The second step of the process is for him to apply for his permanant residency at the federal level (you said it's pending approval). He must wait until he gets permanant residency to start working and living there. I don't know about the work permit...it'd be a whole new application and i'm not sure how that works in conjunction with your PR in process. Again, to clarify, people who want to settle in Quebec must obtain CSQ before applying for PR. Once CSQ is obtained you are allowed to take some french classes at a reduced rates but that's pretty much all it allows. See the link below. Hope this helps.

Thanks for the quick reply, we will look into the work permits.

Yes the PR documents are all sent off and complete.. But the time for approval seems to be almost a year.. Ridiculously long.. I was hoping for some way around it so we could be together sooner. Wasn't sure if the certificat de selection was that key.

I'm guessing a temporary visa would be the way to go.. He could stay here for 6 months then maybe his residency will go throug by that time. I sponsored him and that already got approved.

I will be going through the same process and have informed myself concerning this. Are you applying inland or outland. If you are applying outland the whole process for work permit would take longer than the PR process...we are just waiting it out.

I live in Quebec and am a Canadian citizen, my boyfriend live in the states, he would be applying for the work permit from outside of the country.

Is it better he gets a temporary stay here and apply from within Quebec?.. It's soo confusing.

I hope it doesn't take longer than the permanent residency, otherwise it's completely pointless :s

You said you sponsored him and it already got through??? how did you sponsor him if he went throught he skilled workers program? Please clarify so we can help you better. He could come as a visitor and can stay up to 6 months (doesn't need a visa since he's American) but he can in no way work. Your best bet is to wait for his PR...you dont' want to spend money and ressources on another process that will most probably take as long. Welcome to the waiting game...been in a long distance relationship for almost 3 years now ...US/ Canada as well. It took over a year to get my CSQ and now I'm waiting for my PR. No other way around it...this is the nature of the beast.

The work permit thing unfortunately isn't that easy. Unless he qualifies under a special category like NAFTA - he will first have to find an employer who is willing to hire him in Canada. That employer will then have to apply for a labour market opinion to prove that it's necessary to hire a foreign worker. As part of this process, the employer will have to prove that he advertised the job and was unable to find a Canadian to hire or train for the role. If the LMO is approved, your boyfriend can then apply for a work permit. This entire process can take several months (and there's no guarantee of approval) - and for this reason you'll probably find that many employers aren't willing to look at foreign workers.

Yup sponsored him, it got approved by the Canadian government, then Quebec approved him with the Quebec certificat de selection.. Now we are waiting for the permanent residency. So after getting those two approvals I figured it would make sense for him to be able to work, both sides of government seem to be accepting and moving along. I guess it's never that simple.

We started this back in November of last year 2011. I'm hoping the 11 month estimated time of completion is from the day they receive the first documents and not 11 months after being approved for sponsorship and CSQ.
