I can't really help with that, as my experience was apparently nothing like yours. We got a letter from CIC telling us to request the CSQ (certificat de sélection du Québec) from MICC. We completed the undertaking and sent it into MICC (which, again, is now known as MIDI). After around a month, we got mail from MICC containing the approved and signed undertaking application, along with two copies of the CSQ. MICC also sent a copy to CIC.
We never got any kind of notification from CIC that they had received my CSQ. I contacted them several times over the course of the following three months, and was finally able to get confirmation that they had received my CSQ. But they never sent a letter, and that never shows on ECAS.
The next contact I had was a phone call from CIC requesting a copy of my passport (apparently they had lost it somehow). Once they had that, we got sponsor approval and PR approval in the same day, both to me (the PR applicant) by email.
