You and I are on the same boat. I was hoping that my application won't be affected by the new rules as I had submitted Oct. 2012 and received my AOR on March 2013, but the girl who answered when I called last week said that my file has been opened but processing has not yet started, so my application will be affected by the new rules. I am also currently at level A2. Furthermore, I'm expecting that interviews will start again in my part of the world (Asia) on October, so I barely have 2-3 months to increase from A2 to B2. Fast-track French courses are not available where I am at, so I guess, self-study is the best way to go, plus maybe enrolling in conversational French courses if available. Also, is yours a priority application?
They also say in the website that they won't disqualify based on lack of B2 level alone, for as long as you have the required points without the French language skill. You may need to go to an interview, but I do know of somebody who still got the CSQ despite not having enough points (passing is 55 or 63) because the officer gave him a chance to take the exam and get A2 (? not sure on this; this was a few months ago, ergo, old rules) level of French in 2 or 3 months; his CSQ was held until he complied. So, at least, not outright denial there. I guess if they feel that you do have a high skill in French but do not still have the exam result to prove it, they'll give you some time to get the exam.
They did say in their website that,
"Files currently being processed, that is, those for which processing began before August 1, 2013 are reviewed according to the rules currently in effect. Applications for which processing has not yet begun and those received after August 1, 2013, will be reviewed according to the new rules."
So, I guess the best way, really, is to hope for the old rules to be applied, but prepare as if the new rules are going to apply. Good luck!
