Guys,

The " BEGINNG " of Processing should be before Aughust 1st 2013, not the whole pocessing, becasue end of processing is Interview or waiver ad CSQ sent.

So dont be pesimistic .. and dont get into infinte loops of negative ideas..

it is so clear .. if you have a file Number and AOR and you have a certificate whit the level you claimed ( if you applied after Dec 6th 2011 ), then STOP THINKING ..

I still think you mix up Opening of file and Preliminary Processing. They did not say, rules apply to those, whose files were not opened yet. They said, "whose files are not in preliminary processing yet". So and opened file (called AOR) is not enough. But let's see who was right, we will know in some weeks.

I totally agree with u that everything is published...... But still we cannot say anything with solid reasoning that who will b affected by new rules and who won't.... I mean they are going to draw a clear line of separation between who comes under the old rules and who doesn't.... Here we are all assuming......

Every file sent b4 august 2013 will not be affected, even if there is no AOR ;)
They are already strict in the interviews, so they will not be more strict,
they only might ask applicants for better french level and not important to be B2 level

The documents that you referred to mentions Preliminary Examination and not Preliminary Processing. Is the definition of Preliminary Processing and Preliminary Examination the same? Or is preliminary examination merely a component of preliminary processing. For example, a software bug fix processing system may consist of the following: Tester opens ticket to submit defect->Engineer exams the defect->Engineer makes fixes to the defect->Tester verifies the fix->Tester closes the ticket. As you can see, in this process, examination is only a portion of the entire workflow.

This is what a lawyer wrote regarding this:

"I should also explain that if we apply under the Quebec QSW program, you will still have the right to something which is called "Freedom of Movement". That right will be available to you upon the first day of your arrival in Canada. All Canadian Permanent Residents have the right to move freely, anywhere they wish within Canada's borders. So basically, if you can convince the visa officer of your intent to settle in Quebec, you should be golden as far as moving to other provinces.

Hi,

I have send my all remaining documents to my consultants office and it takes 3 to 4 working days to reach there office at Montreal.
I am requesting my consultant to lodge my application and he can further submit my remaining documents to my application as soon as he receives but I don't think he wants me to apply before 1st August and not listening as I do not qualify after 1st of August new language rules as I have B1 in French and new rules you need B2 to qualify for claiming any French language points that way I won't be able to qualify.

I recommend you all people do not hire any consultant we have education and we are professional don't give you car driving seat to anyone else just like me they are least bothered,you qualify or you don't.

I am terribly stuck in this situation loosing my Dollars Time & Patience.

Hello,

Just wanted to share my case that me and my spouse received CSQ without interview couple of months back. Our application reached Quebec on Dec 5th 2011 so just made it before the deadline.

I also submitted my TefaQ results when filing my application with a level of B1 and A2.

I agree with you. I called Immigration 4 months AFTER receiving my AOR, and the woman who answered said that my file has already been opened but processing has not been done yet; therefore, I am affected by the new rules. A few days after (and by this time they have already received my French results), I called them again and this time the person who answered said that there has been some 'activity' in my application and that it's 'under process'. Perhaps when they received my French results, they retrieved my application from the "sleeping" queue in order to physically put the French results document together with the rest of my documents, and in doing so, brought my application to their attention, in which case they realized that my application has garnered more points than the passmark already, using the old rules. So, this action may have just saved my application from getting stuck in the queue, "sleeping", until August 1, despite my efforts to submit way before August 1. This is still a speculation since the woman still could not confirm if I'm going to be affected by the new rules or not, but at least, it gives me a little bit of hope knowing that my application is already in process.
