In order to be considered "francophone" = french as first language = v good level u should obtain a B2.
if u have a good level of french and all the documents in order u can be exempted from interview.

by the way, i forgot to ask something very important:
if i have exact 49 points, should i just assume i will get full 6 adaptability points in the interview and reach the minimum 55 points total? what if i get 5 points in the interview? this is very confusing because there is no surity how much one will score in the interview, so the 49 points doesn't guarantee anything right? the 49point does guarantee some thing. it does guarantees that ur file has escape the rejection zone. the only thing that can disqualify an applicant at the interview is FALSIFICATION. so if there ios no falsification or misrepresentation on ur part, then there is no cause for alarm. the other thing that can happen is delay when the officer have reason to doubt any aspect and as such the CSQ will not b limited right away cos they will need to do more background checks. i have also told u earlier that u are niot just going to the interview to fight for 6points. ur being present at the interview itself should even earn u attendance score, so aw on earth will u not b able to scale 2ru?

how many points does an individual need to score to get a waiver? 55?
what about "just enough" points to be booked for the interview? 49?
If you're a single applicant, you need 55 points to get a waiver, but 49 will get you the interview. I think their decision to waiver depends on a lot of things, including the visa office. Perhaps they want to check your docs in person (people who submit notarised copies of everything are more likely to have a waiver, but of course it's also a much greater annoyance to do so), perhaps they need to check your french is what you claimed (assuming you didn't send a test result), perhaps that visa office is just more prone to interviewing. It depends. I claimed a B2 level French and did not get a waiver - I also didn't submit test results at the time. However, I did the TEF later and got B2/C1 result, so I sent it off to them, and am now hoping they change their mind and waive the interview, but I doubt it because it's already scheduled. 8)

From what I've heard, it's not super common to get a waiver though, so don't worry if you have to go in for an interview.

Not everybody includes a French language certificate when they apply to Quebec. It's not mandatory, unlike the federal skilled worker application.

Probably, if it says you did all your courses in English. They might also test your English a bit at the interview, though French is considered far more important.

what does this refer to? does it mean if i have 6 months work ex in one of the 2009-list of pref occupations, my application is valid for priority processing? if so, where can i find the 2009-list of pref occuptions?

Unfortunately you can't assume anything, but I think if you bring all your original docs, speak the French you claimed on your application, and come across as having a good attitude, you should be okay. We hear more about successes than denials on this forum, but there isn't a guarantee. I wish there were!
