I applied QSW in Sep2012, AOR Feb 2013. July 2014 Quebec requested for additional documents, which I sent to them in Aug 2014. Then Sep 2014 I received an email saying "votre dossier est en attente d'une décision."

The e-mail letter you've received invites you to join online free official MIDI French learning courses to help you better integrate, but that happens when you've already received CSQs. All the best!

I called Quebec and yes my CSQ was issued Sep 30th, 2014. Let me share my timeline here:
App sent: Sep 2012
AOR: Feb 2013
Request for additional dox: May 2014
Area of training: Business/Management
Bachelor degree from Montreal
Master degree from France
IELTS: 8.0, DELF: A1
Years of experience: 5+
Country of residence: Vietnam
It comes when I least expect. I also applied for FSW in May 2014, got PER and my file is already transferred to Singapore VO.
Now I don't know which track should I take
