I liked this,

Individuals who have requested withdrawal of their application within the prescribed timeframe, using the form for this purpose, will receive their file within two to three months without the fees having been deposited.

Hahaha Lemans this same statement made me laugh this morning. Are these guys saying they won't refund fees if one decides to withdraw? With these new rules in place sincerely so many guys would wanna give up and I bet you Diane de Courcy is gonna buy a new street in Montreal with people's hard earned cash!!! ;D ;) :p

I got a federal file number today ;D Should be a good sign. Seems that things are going smooth until now and even more than I expected.
Had to call FBI yesterday to ask about my clearance, but in the US all document requests and everything takes very long. I suppose the won't decline my fingerprints that were taken with in an "ancient" style with a dye instead of luminescent element :p. But even then I got a federal case opened up. Wish everyone here gets the same timeline in terms of speed!

FBI Clearance takes approximately 6 weeks from the day they receive your clearance application the FBI clearance office.
If you are paying by credit card, you will see your card being charged after 5 weeks and then your clearance letter comes in the mail the end of the 6th week.

That's right. But my card was declined and I submitted a payment with a money order then. It added up a time for processing.

My opinion would be it will on the date of the interview, Lets say you have sent your application after 4 years of completion of the degree, and your interview date is after 6 years. The purpose of the clause of < 5 years of completion of the degree is that you are having some amount of relevance with your qualification, else, it is highly likely that you will forget every thing about your area of training and your education will become irrelevant. And if your interview date is after 6 or 7 years from your degree then the purpose of 5 years will not hold good, Please note that rules are laid for the benefit of the quebec society and they may see if you have relevant experience on the area of study. Its highly likely that you may be checked for the experience in AOT during the interview.

This is just my assumption unless the quebec immigration authority confirm it, we cannot be assured of this though... And I dont see any document detailing this, and my response is just on the understanding of what Quebec wants...
Hi swamik ,

With all due respect to your answer, i would like to raise few questions. What if the IELTS / french certificates are expired at the time of interview since they are valid for 1 year. Also what about the age factor..e.g if someone applies while at the age of 35 ( claims 16 points for age 18 to 35) and after 1 or 1.5 yrs in the interview his age is above 35 so will the points for age and ielts etc wont be counted?

So in my understanding it should be purely considered at the time of application received by them which is confirmed by AOR date.

it is clearly mentioned in the official guide of immigration that they will count 5 years before the date that they receive the file in BIQ
for example for the AOT factor we can see in page 25 of GPI-3-1
