He can do a lot, minimum send an inquiry to ask about status of his clients.

but i didnt get an email to stamp the visa , is this normal?

I have seen in other cases where decision was made, the email was sent to a different email address. If you have done any communication with them using a different email address check them out and check your spam and junk folders.

Frustration is justified but try not to think too much about it and let time fly. It didn't happen that you were just sitting there waiting for 4 years for the visa, you were spending your life and you should continue living it. I know that it would be very inconvenient to have such a short notice to travel, but hey, don't forget that a lot of sacrifices were made already - eventually we'll all become Canadians and so it will pay off what you're currently facing is part of the relocation pressure & anxiety just before you finish the race... I say, hang in there - you're almost there!

in Bucarest they put decision made usually b4 PPR because the visa is printed in Romania then sent to Lebanon

in my case after PPR because I took my passport by hand to the embassy in uae

your file complete , but your CSQ expired, so they put your file on hold until your CSQ renewed then they will continue your file
new applicants their files went into normal procedure.

lemans my CSQ didn't expired yet wo still application received until now , wo ba3ato la my newborn baby medical wo ma ken 3ndo CSQ ba3ed , i don't think abadan enno el csq will stopped the processing of your file cause they will sure know eno Quebec will renew it.
