the maximum is 10k of course but since it is your first time as landed immigrant you can take as much as you want but you have to declare the amount. you won't pay taxes on the amount more than 10k.
make a bank draft and when you open an account here,you can transfer the money but always make the amount less than 10k.

I think it's ok to take it as one draft.
My advice for u is to take what u wrote on the contrat relatif as cash or bank draft and u can later on transfer the rest to ur account here, always make sure that the transfer is less than 10k.
They wil count the cash u bring in case they get suspicious. The money u can deposit here is mostly USD and CAD. Bring USD and you'll get a good rate.
You can always show them a bank statement if ur account is in a foreign bank in Europe or US. Third world countries bank statements are not acceptable.

My observation is that when people were called in for CSQ interviews... it was all in batches at the same time which made sense since it would be the interview period. Now, I feel that they streamline issuing visas twice a year, typically during end of summer time and around March period. I am not sure if this has to do a process or other factors such as the weather .. rental season ... economic conditions .. I dunno but seems interesting.

Also no visa offices are related; each is separate! Next batch of medicals to come soon I assume within the next 8 weeks - hoping I'll be one of them!! AOR December 17 Abu Dhabi visa office..
