no he can not they should proof that they stayed in canada for 3 years of 5 . unless you want to take the risk and apply wishing they not ask you for any proofs

I've been living in Canada since I was 3 years old...my parents immigrated to Canada during the war...I'm now 26. I met my fiance in 2008 while I was visiting Lebanon. If we knew it was gonna take this long, I would have sponsored him. But, I was only 22 and I wasn't done university, so it would have been hard since I didn't have a full time job to prove I can support him. Also, we barely knew each other lol. When he applied he was 26 years old, and the processing time was 17 months...now he's 30...and he's going through the same thinking process as you are...like now he's older how can he start a life here...but trust me...it is possible.
I keep going back and forth to Lebanon and although I love being there...I think it's good for a vacation destination only....he has a better shot at a good future here. So....don't give up! A lot of people come here in their mid 30's and they are successful. it's not like Lebanon where you need to look a certain way, be a certain gender and a certain age to get a job. I really believe the end is near...have faith!
