Well i disagree.
I have three degrees from accredited universities in Europe in economics and evaluation comparative as well (which took one year to be done) and I never got any good job offer in Quebec despite fluency in both official languages. Now I live in Calgary and work in my field finally. And if you want to say that I am just an idiot who cannot write resumes, I can give hundreds of other examples, who graduated with Quebecois master's and work in call centres for minimum wages or as security agents.
In social sciences like business etc. it is next to impossible to find a good job in Quebec because local white canadians with local canadian degrees, and there are hundreds of thousands of them, already oversupplied the job market. Would you recruit some arab with a master's from Germany while you have a white quebecois with fancy quebecois accent, who can go to all these business parties, drink with clients, easily make friends using quebecois sexual jokes about bar strippers we do not even understand? Job success here is not about intelligence but about how easily you can make contact with others and sell your product.
If anyone has a business degree from outside canada, they will either work for minimum wages in call centres or they will have to leave Quebec or they will have to completely retrain (do an attestation d'etudes collegiales en comptabilite or something like that). Yes, there are exceptions probably, but in my two years here I have never heard of them.
And my advice to everybody - do not waste months on applying for jobs if the job does not come up. It is better to start some sort of college diploma (there are 10-month courses and you will get generous government financial support). These normally have internship at the end and more than half interns are retained at work and get permanent position after internship.

Well it depends what diplomas you have and in which field & which university.
For example if you studied engineer, studying in university in canada is a must if your looking to work in engineering. If you have business diploma from accredited Uni and you did evaluation from Quebec authority, there is no need to study again to find good position. Everything in you resume plays a role in canada.
