I received an email today from the embassy in Bucharest asking me to fill out and sign the Annex 5 (intend to reside in Quebec) and mail it to the embassy after they found out that my wife lives in Ontario...
They're being so strict in this matter...

I filled that form and sentit when i applied to federal, they cant make anyone live in one place, a canadian law let all the population to move freely so that form mean that you intend and not obliged..

I agree...you must show you made your best to try to settle in Quebec....and that should be everyones plan anyway. As long as you can prove that (i.e. going for interviews) than you can move anywhere you want in Canada. But I would wait at least 3 to 6 months to do so.

Other forums refer to a PR limited to Quebec only..however, my understanding is that the pr card from Canada and not Quebec. It's just a way to scare people into staying in Quebec.

On the other hand, I heard it can give problems down to road when applying for citizenship. So who knows what to believe anymore.

Let the visa come and this issue can be dealt with later...

As for csaade...do you think because you travelled so many times to Canada and the fact that you changed your address to yor wife's Ontario address has anything to do with them asking you for this form now....after having submitted your updated documents. Maybe that's the reason they are asking for it now.

I dont think anyone of us heard of a person being departed or refused for citizenship because didnt live in quebec, obviously the only moment we can be refused is during the interview of csq, later on one can try or simply leave quebec at the maximum may delay the citizenship but doesnt decline it..

The embassy has my wedding certificate and everything related to my wife, so they know that she is a born canadian citizen. in addition, they have all the info regarding the visits I'm doing, which are mainly to Ottawa where my wife resides. This is why they want to make sure that I have no intention in living outside Quebec. they mentioned in the email that my wife is an Ontario resident and that one of us should be a Quebec resident so they proceed with the application. That's why they want me to sign the form again and send it as original, which I'm gonna do.

the weather keeps changing in Ottawa, it is starting to get cold at night... I really don't want this vacation to be over

I heard someone got the PR card on its other side written Quebec Only
but I have many friends who were federal moved from Toronto to Montreal.

My aunt was head nurse in Montreal, she wasn't able to live there because too cold during night she had night shifts, she moved to Halifax,
but she said she paid 25000$, she lost lot of rights SSN I don't know what was her case, that was 1990s

Successful applicants to the QSW program receive Canadian Permanent Residency. Applicants immigrating as Quebec Skilled Workers should have a genuine intention of settling in the Province of Quebec. Once a Permanent Resident arrives in Canada, the Canadian Constitution grants all permanent residents and citizens the right and freedom to live and work in any of Canada’s provinces or territories.

so based on this there is no way that they can write "Quebec Only" on the back of the PR.

Absolutely true Anon, you need to prove that you´ll take up residence and work in Quebec. Their rules are slightly different from the rest of Canada, it´s a provincial nominee programme and you´ll have to settle there for a time before you can take up residence elsewhere. I´m sure it´s a minimum of 3 yrs....correct me if I´m wrong.

I think it´s more like one year.


Everyone say different story, but what I am sure you must stay maybe 6 months to 1 year then you can move

yes you can. I asked a Canadian Lawyer. But anyways i dont advise anyone to make such a stupid behaviour, moving from Quebec after landing. at least just give it a try and enjoy Quebec , try to forget how miserable your situation is, and stop comparing yourself in your original country and now in Quebec.
And days will pass quickly.

ohh they actually caught on...well no big deal I guess...Quebec is 15 mins away from Ottawa. So your application is on hold until they receive the form?

Dude it is so easy to realize, the governement of quebec able to do everything with your file until you receive your PR card you will become a canadian permanent resident and not only quebecois, canada still needs your taxes in Bc or ontario.. instead of waiting for another immigrant who applies today and get his visa after 5 years! i have met and heard about so many people who moved out of quebec the same day they received their PR card and they are having their normal life there for years now, if there was such a must period to spend in quebec you would read it highlighted and signed it on that form before applying your file..

I think people should be prepared mentally to live in Quebec. What if shortly before you get there, the law changes and it becomes necessary to live in Quebec (since Quebec is the bringing you in) for 3 years to qualify for citizenship?
