And she sent to them email asking if she will be under the new rules or not?
She received the below reply from them and it's clearly mentioned ( we will be under the new rules)

Immigration Québec adopted new immigration rules on August 1st, 2013.
These new rules are applicable to most applicants who have submitted an application before August 1st, 2013. Only applicants whose files have already been analyzed by Immigration Québec to be listed for an interview will not be subject to new rules. Those cases represent a very small number of applications in the total inventory of applications received before August the first.
The major change adopted is with regard to French. No points will be given to an applicant if his level of French is lower than the B2 level. Same for the spouse. Applicants and spouses with levels A1, A2 and B1 will get no marks for French. As a result of these new rules, it will be impossible for the majority of applicants to succeed an immigration demand in Québec without a B2 level.
Unfortunately, your application has not yet been examined by Immigration Québec and you are, therefore, subject to new rules.
To succeed your immigration demand, you must absolutely reach a B2 level in French. You must, therefore, improve your French and prepare the TCF, DELF, TEF or TEFAQ exam to reach B2. The first three of these tests also assess writing abilities. You can get up to 2 points for the writing abilities. We suggest you do one of the first three tests.
You must also have an intermediate level in English to succeed. We recommend that you undertake to do the IELTS.
