I had decided for applying for Canadian Immigration in the year 2010.I was heading to apply through FSW and hence I gave my IELTS in September 2010.I scored a 7.0 , Later I came to know that Federal Skilled Worker does not have my profession MECHANICAL ENGINEERING in their list.So I lost all hopes and did not check about it again.But just a few months back I came to know I still had a chance in QSW.But unfortunately I didn't have prior French Knowledge.I am zero on French.But then rules changed again and now they ask for French test TEFAQ.The scenario is like this - My IELTS is valid till Sept 2012.And I am not in a position to give TEFAQ pretty soon.So I needed advice...Can I send in my application and then later on submit my TEFAQ, atleast that way I don't have to give IELTS again.Right now I have enough points even without French Language.
I know I should have applied before December, but unfortunately because of my personal circumstances I couldnot concentrate on this.Please advice me on my course of action ahead.Would be highly grateful.

Moreover, they are aboutto eliminate 300k federal applications dated before 2008.
